This learning brief looks at the implementation of sclr in the Philippines between 2017 and 2020, with particular focus on how sclr can be adapted in context to meet the needs of local communities as well as international donors. The report is based on research conducted with 36 self-help groups in 2019-2020, as well as interviews with the implementing organisation, ECOWEB.
Learning from survivor and community-led crisis responses in the Philippines

This learning brief presents key lessons from ECOWEB and L2GP’s ongoing experience with survivor and community led crisis response in the Philippines. The paper is the first in a series of papers presenting key findings and learning from pilot projects undertaken in collaboration between a number of local, national and international humanitarian actors and L2GP. All these initiatives are undertaken with the explicit purpose to develop and refine approaches and methods to support local agency.
Too often [there is] a disempowering process and relationship between INGOs and local or national NGOs, which is often replicated between local or national NGOs and the very survivors and communities, meaning that opportunities for initiating real change are missed.
